Lo sviluppo è iniziato dopo che Ben Affleck è stato scelto per il ruolo di Batman nel DC Extended Universe (DCEU) nel 2013. Affleck ha firmato per dirigere, produrre, co-scrivere e recitare in The Batman, ma aveva delle riserve sul progetto e ha abbandonato. Reeves ha preso il sopravvento e ha rielaborato la storia, rimuovendo le connessioni DCEU. Ha cercato di esplorare il lato poliziesco di Batman più dei film precedenti, traendo ispirazione dai film e dai fumetti degli anni ‘70 come Year One 1987 ed Ego 2000. Pattinson è stato scelto per sostituire Affleck nel maggio 2019 e un ulteriore casting ha avuto luogo alla fine del 2019. La sceneggiatura di Affleck aveva adottato un approccio basato sull’azione, alla James Bond, ma Reeves voleva una narrazione più personale che scuotesse Batman fino in fondo. Voleva esplorare come i miti di Batman potessero esistere nel mondo reale e ha scelto di ambientare il film durante il secondo anno della carriera di Batman piuttosto che raccontare la storia delle origini del personaggio, poiché voleva che la sua interpretazione fosse diversa dai precedenti film di Batman.

Reeves sapeva fin dall’inizio che il film sarebbe stato ispirato da Batman: The Long Halloween 1996–97 e dal suo sequel Dark Victory 1999–2000 di Jeph Loeb e Tim Sale, con Batman che caccia un serial killer che avrebbe rivelato questa cooperazione tra le persone legittime pilastri della città e l’elemento criminale nella città.
